William Elmer (Bill) Frank, 93 the longest living of six siblings, died peacefully at his home in Carpenter, WY on Saturday, August 16, 2025. He was born December 15, 1931, to Jesse and Gladys (Turpen) Frank in Bartley, Nebraska. Bill grew up on the family farm near Bartley and graduated from Bartley High School.

Bill served in the Air Force and was stationed in Cheyenne. Afterwards he began his career in the flooring business. He was the owner/operator of Commercial Flooring for many years. In his spare time Bill, being an avid outdoorsman, enjoyed hunting, fishing, and camping. He had an incredible ability of spotting wild animals. Fortunately, he has passed this gift on to several family members.

On April 14, 1989, Bill married Evelyn, the love of his life. They shared several wonderful years together traveling, camping, and fishing, especially enjoying the times when his family and Evelyn’s family the Rorabaughs and Cathcarts joined them on their excursions. Winters were spent in Roosevelt, Arizona with friends playing cards and games, riding side by sides through the desert, winning/rarely losing at the Casino, and taking cruises/vacations with special friends.

Bill had many favorite, memorable sayings. One he frequently told Evelyn was, “to the moon, Alice.” Grandpa Silly Billy loved teaching the young kids to say “manure.” Laughing loudly when they would say it. One of the grandchildren was confused because grandpa went down the hall to see “Mrs. Murphy.” The grandchild was relieved to learn grandpa didn’t have a girlfriend; he was just in the restroom. Wild Willy kept friends and family entertained.

Bill is survived by his wife, Evelyn, of Carpenter; his children from a previous marriage: Mary (Richard) Brenner of Rapid City, South Dakota; Debbie (Arlo) See of Casper, Wyoming; Garry (Cindy) Frank of Casper, Wyoming; and Cindy (Brit) Barnett of Arvada, Colorado; ten grandchildren, twenty-two great-grandchildren, and ten great-great grandchildren.

A funeral service will be held on Saturday, September 13, 2025, at 2:00 p.m., in Wiederspahn-Radomsky Chapel of the Chimes, 1900 E 19thSt., Cheyenne, WY 82001. Memorials may be given to Davis Hospice Center, 6000 Sycamore Rd., Cheyenne, WY 82009 or the donor’s choice. Bill’s quick wit, sense of humor and sparkle will be missed by many.
