He was born in Laramie, Wyoming to Frederick and Mary Roybal. Scott attended East High School and the University of Wyoming. Scott was a life long auto executive and operated as an entrepreneur. Scott’s inner drive was people. He was elected to the Cheyenne City Council for a total of 15 years and currently representing Ward 1. He served in several capacities as a City Councilman including City Council President. His passion for championing the development of the Belvoir Ranch has been influential in its success. Scott had a passion for travel. His journey’s included Australia, Canada, Mexico, UK, France, Germany, and Monaco. His most recent sojourn was in Spain where he participated in the running of the bulls at the Festival of San Fermin. Scott had an amazing sense of humor. He was known for his quick wit and infectious smile. Scott took great pride in his service to the City of Cheyenne. He will be greatly missed by his community, colleagues, friends, and family. Scott is survived by his Mother Mary Roybal (Cheyenne), Siblings Christina Dittmar (Dwight) Cat Spring ,TX, Jonathan Roybal Chicago, Il and Annette Roybal OK City, OK. Niece Nicole Mirabal, Nephew Benjamin Armendariz. Also, numerous aunts, uncles, and cousins. He was preceded in death by his Father Col. Frederick Roybal Jr., and brother Mark F. Roybal. A Funeral Liturgy will held November 21, 2025 at 2pm in St. Mary’s Cathedral with a reception following at the Kiwanis Community House. In Scott’s memory, please donate generously to our good friends at the Cheyenne Animal Shelter.
