Phillip Mark Bulgin of Cheyenne, Wyoming, passed away from a lengthy battle with cancer surrounded by his family on May 31, 2026. He was born on January 18, 1957, in Topeka, Kansas. Phillip is survived by his beloved wife, Gail Marie Bulgin; his five daughters, Ayrn Starry Jacobs, Teffany Bulgin, Heidi Kane, Tawny Pexton, and Annalise Cassista; his siblings, Anthony Bulgin, Robert Bulgin, Ramona Hicks, and Maria Tojo; 19 grandchildren; and 2 great-grandchildren. He was preceded in death by his brother, Ruben Bulgin; his mother, Eloisa Rodriguez Bulgin; and his father, Robert Leach Bulgin.

Phillip devoted 26 years of service to the University of Wyoming as a research technician at the Archer Experiment Station, where he and his family made their home until the station closed in 2001. Following his retirement, he moved to Boise, Idaho, to care for his aging parents. During his time there, he continued to serve others by working in maintenance for several memory care homes and by generously assisting those in need through caregiving, building wheelchair ramps, and creating other home accessibility aids.

Phillip was a man of many talents and was known as a skilled handyman, rancher, mechanic, welder, and outdoorsman. Above all, he will be remembered for his generosity, his willingness to help those in need, and the many friendships he cultivated throughout his life. His kindness, dedication, and quiet strength will be deeply missed by all who knew and loved him.

A celebration of Phillip’s life will be held on September 12, 2026, at the Community Hall at the Archer Complex in Cheyenne, Wyoming. Additional details will be shared as they become available.
